Hmmm! Okay, I give. What the 'eck is "Down Below" or "Down Under"? I've seen access but have never gone down there and have never had anyone give pointers to down there. Is there some kind of dungeon there? Not sure I can still call myself a Noob; I've taken 3 chars to lvl 20 something now. But I'm still trying out various chars and alignments.

There are two underground areas, one each city through which players from the other city can enter.

Down Below :- Under Qeynos, access via grate in Peat Bog

Thieves Way :- Below Freeport, access via Commonlands

Down Below and the Thieves' Way both have access to all districts of their respective city. This makes them very convenient to get to far flung sections of the city. They each also have exits to areas outside of the purview of the respective guards, which makes it possible for players from the other city to get into them. Each also connects to a pair of even deeper passages: Down Below > Vermin's Snye > Crypt of Betrayal Thieves' Way > Serpent Sewers > Edgewater Drains

Since you have characters in their 20's, you might enjoy a trip down to the Crypt of Betrayal. It was changed fairly recently to be solo/duo friendly, only a couple of heroic named mobs still wander down there occasionally. There are several quests to do there, and also several soloable named mobs which can give you some Achievement XP and nice loot. If they haven't fixed it in the past month or so, the named down there still had a good chance to drop master chests, despite being single up-arrow mobs

There are actually 3 levels of sewers below each city, each a seperate zone. A player could adventure in those zones until the 30s. Be warned, the two lower levels are group zones, lots of aggressive heroics. Plus there are quite a number of quests involving those zones.

Don't be afraid to explore!! What's the worst thing that can happen? You die? Big deal. Exp debt is minimal and repair costs aren't bad until you have a full set of fabled gear (and even then by the time you achieve that gear it isn't bad) and no corpse runs. What happens if you get hopelessly lost? Just Call of Qeynos out in worse case scenerio. So explore, explore, explore!
