(EoF AA) Mana Cure : Will this AA ever be fixed?

GU33 now on live server, I don't see this ever fixed since EoF launch? Can anyone tell if this AA really working/broken or too rare proc to notice? What is the proc % of this AA anyway??

ok I think the I actually saw it work in MMIS... correct me if I'm wrong but I put it on a coercer and when the named was spell reflecting it was curing those off the coercer.  So I said big whoop I can do that myself and since I have never seen it cure before. So I respected out of it and put some in spurn.
