It ups Your dmg spells and decreases Your healing spells.

Note that this can be toggled off at will, so if you start to burn the mob and your tank takes a bad damage spike, you can hit the hotkey again to turn it off and go back to normal healing. This is also good to do if the mob dies with time still left on Vortex, since the recast timer starts from when the spell ends. At least, if your group isn't going to pull another mob again immediately.
