Withdraw meaning get an item back that has already been examined and put in the quest journal?

If that's what your asking the answer is no.

I have a question too: If a level 20 were to turn in a level 70 collection, would they get more exp than turning in a level 50 collection? Do collection quests' experience get capped?

I do not know for sure, but my gut says yes to question #2.

Was always weird to see that so and so gain a level 6 times in a row. Though i honestly would recommend not doing it that way. All your skills will remain the same. So if your level 20 and you slashing is 100, if you jump to 25 your slash will still be 100, but the cap now 125, so you will miss more often. (Same with defensive skills).

If it is not capped, then why at level 13 when I turn in a level 20 collection it goes to the very end of the level in xp, 100% and not a bit over, and the same thing if I put in a level 90 collection it will go to the very end of the level at 100 % and not a bit over, I get one level for a level 20 collection and one level for a level 90 collection?? Would I not get more for a level 90 collection than for a level 20 collection? or do they all give the same amount, and you can only get one level per collection. I put in 3 collections at onece, very high level, i get 3 levels and it is at the end at 100%. I put in one at a time of the same level, same result, always ending at 100% of one level, no more, no matter how high the collection is.

I believe it's capped at one level per collection. It may not have always been that way.

Yes you can only gain one level per collection, so it is not wise to turn in a 70 collection at 5. however I dont think even a 90 collection would gain more than a full level at 20.. or maybe it would but Im thinking it would not.

A pile of collections at once will be dealt with 1 by 1 so will turn in fine.
