Quick Question About AA: Intercepting Blades

I have 4pts in the KoS AA: Intercepting Blades. From the description, it should increase my parry by 14.9 But when I mouse over avoidance, it only shows parry at 8.7... So am I missing something? Thanks in advance

It does only increase your <i>parry skill</i>. And <i>parry skill</i> makes that number of <i><b>chance to parry</b> </i>in your profile.....
