Cataclysmic Mind

I have been wondering for a while now about this spell, and I figured that this is the best place to ask the question that has been going through my mind. The spell description says that for every point of power used by the mob, it will inflict 500% damage (M1 spell with AA's maxed). The question that I pose is this, if you have Cataclysmic Mind on the mob and use your power drains, will that increase the damage done by the spell, or does it only work when/if the mob actually uses abilities that use power?
