Wizard Wands/shields

i saw a shield for a wizard for 50's i beleive, any idea where i can get it? and what lvl does it require? (i know it has no def bonus) and i also saw a lvl 50 wand that glows, it wasnt that long quest one but it was a staff i beleive. any idea?

Dont use a shield EVER, respec if you have to, but go down the WIS line, use Freehand Sorcery and leave the sheild slot open.

"Dont use a shield EVER" is a bit strong, there's nothing unreasonable about using a shield/symbol.  You get better stats, and it greatly improves your survivability if you take the sta line as well, especially in solo pvp/pve.
