No.  It lowers the power cost on Cure Arcane, and our Breeze line of spells.  For healers, it lowers the power cost on all their cures and heals.

Ah, that's right.. Cure Arcane. I knew I must have overlooked something important.

The reason I asked originally, was that the cost of the Tap Mind line was never changing, and I'm too low level to find enough +ministration gear to really test if a big change will lower it.
