Mouse Over Action as Mouse Click

In the cities mostly, all I have to do is mouse over a guard or a gate to activate it. I don't have to click.  As you can imagine, this is very anoying. Any idea what's wrong?

Option > User Interface Scroll down and look for the boxes that affect things like mouse-over vs. target-click, etc.  Check these.  I can't say exactly which one but there are several settings that could potentially cause the problem. Beyond that, possibly update your mouse driver.
