I've been looking for information on this but didn't see anything, so bear with me a minute.

I'm just back from a 6 months brake and I notice that Lamenting Soul and Umbral Trap say:

Decrease Damage Per Second of target by 39 (16.5 for my adept3 Umbral Trap)

I swear, those used to be percentage. Did they change them from percentage to raw dps decrease or am I dreaming things here?

Against yard trash a raw dps debuff wouldn't change much from a percentage based, but against raid stuff it's a huge deal.

Yup, same for defiler. It was change when EoF was released I believe. Since you can't just go and charm an epic and then take a quick look at their stats, it's hard to tell if it makes a big difference on a raid mob, then again the %age-based thing always seemed a bit overpowered to me. Seen a screenshot of Sothis' stats on the old forums some time ago, the guy's a wuss stats-wise. 220 STR was his highest attribute if I remember correctly. In the end these debuffs are still quite powerful

It has to do with %s and dimishing returns. They wanted to allow for Haste and DPS modifiers to go up to 125% at the maximum cap. But lots of people would get confused by seeing something like "Increases attack speed by 125%". To allieviate the confusion, they made the display a number instead of a percentage. Against an unbuffed opponent, it has the same effect as ever. Against someone with buffs up to but not in excess of +100, it is also the same effect as ever. On opponents buffed higher than +100 it is slightly less effective. But the times when your target is buffed over 100 are few and far between. Also, when you only look at this one debuff vs an opponent over +100 you do not get the whole picture. Anytime you are facing an enemy with more than +100, there will likely be other -DPS debuffs being put on the enemey as well. Here is basicly how it works: 1) Add up all the positve +DPS mods on the target 2) Subtract all the DPS debuff mods from the target's total 3) Calculate DPS modifier --- Less that 0 - Target's DPS is dropped by that amount. --- More than 0, but less than 100 - Target's DPS is increased by that amount. --- Between 100 and 200, Actual effect is somewhere between +100% to +125%. Also, this removes some of the stigma that was prviously on these abilities that could have kept them from getting future upgrades. With the debuffs set up this way, it is much more likely we will see another "Soul" spell at level 81.
