Trouble transferring server ERROR

hi, can someone please tell me why i am getting FAILED TO MOVE TO SERVER: Najena(With Items) REASON: Service Violation (please review) or Generic Fail (may work later) error when i try to transfer a character from kithikor to najena ? what can i do about it ?
