New Combat Art AA's and recast timers

I noticed that recast timer increses, like the ring from The Rift quest do not apply to the new CA's. When I got my ring a few weeks ago I put it on expecting it to apply the 5% decrease to my Combat Arts, but it never did. Can anyone else try this and tell me if you get the same results? If it is broken I hope SoE can actually turn those into CA's and have the recast timer applied to them.
