Blessed Armament AA...wrong proc chance?

<p>I have my cleric AA tree specialized in WIS (4, 8, 8, 8, 1) and the Blessed Armament passive skill mentions that on a successful melee attack against undead, it has a 120% chance to cast Cleanse Undead, but I usually get 3 or 4 consecutive hits and procs, then the a bunch more hits (no misses) and it doesn't proc at all, and I don't see a Cleanse Undead being resisted. Isn't it (12% x 8 points = 96% base), this is then modified by your weapons speed using the Weapon Proc equasion? Depending on the weapon's speed the proc rate can get pretty low.
