Okay, just what is the deal with Burvich on Nek docks?

This rat has a different fur color and/or fur pattern every day. Sometimes he has pants, sometimes he doesn't. Occasionally he has clothes with no textures (pure white). Sometimes he different facial features or even a goatee (!!!), which isn't even an option when designing a new ratonga character.I would say it's bugged, but I dunno... it seems like something fishy is going on. So what is up with this NPC, is there a reason why he can't decide on a look or what?<div></div>
