Do I need to complete Operation Green Hood to able to enter Deathfyst Citadel to kill the Emperor?<div></div>

No.Many access quests became optional.You can still do them for the exp / AP exp.I recently did the Feerrott access quest mentored down with a character for the named AP and quest AP.With some zones like DF, or the lightstone HQ zone, or Cove of Decay, etc, there is an NPC you talk to near the zone.
