Captain T'Sanne mentor bugged?

I and another submitted bug reports on what seems to be a mentoring problem with this HQ named in Nek Forest.Level 49 and 40 mentored a 39 that saw Capt as green level 29.We the 40s mentored him and saw him gray but with red outline.I wanted AP, the other was camping to get the HQ out of the way.What is up with that?Shouldn't he have turned green to us just like what the 39 saw him as solo?
