Can we still character transfer?

I'm looking to resub to the game, but want to move to a well populated and maybe PvP shard. I got moved in the server merge awhile back -- is there any way to be able to move voluntarily? Free or paid? thx

There was but it is broken at the time being, and they don't transfer to PVP servers.<div></div>
