Black smoke and pale mobs

I've noticed quite a few mobs in KoS that seem to be pale and have smoke coming off of their heads since LU26.  Is there some significance to this?<div></div>

They've had their souls removed by the Soul Shredder item given by the evil live event quest.<div></div>

I've noticed this all over Zek, and in some other zones too, such as the froglok refuge in Tenebrous Tangle.  It seems like a new graphic was given to a buff these NPCs are using?  Looks downright weird, Zek is filled with pasty white mobs with purple smoke around their heads.

As Gertack said, there's a quest you get in the Feerott (NE of CT, on the north end of the lake Agony spawns by) in a cave with the Portal to the Plane of Fear inside. The quest involves stealing soul shreds from 100 challenging mobs. Once the soul is stolen, the mob gets that effect.
