So what is the official answer? Do dungeon zones definitely give a % experience boost?<div></div>

You can test this yourself and see differences. Kill 10 mobs of a certain level in one zone, then 10 mobs of the same level elsewhere, and you see differences. XP is huge in Solusek Eye for example, even when the mobs are green. Much higher than same-level mobs in Sinking Sands. For that matter, XP is also great in Lavastorm, which is an overland zone - definitely better than same-level mobs in Sinking Sands. Mentoring a level 55 in Lavastorm for an hour gave me a surprising amount of XP.

I noticed that SS gives the worst exp overland vs. other overlands. But is there a certain % that you get in a dungeon zone or does it vary?<div></div>

It is both zone-specific and mob-type-specific. The developers have made clear statements about this.
