I'm being blocked from access to the Fence in Qeynos Harbor.

i have never been able to get out of tunnel in 1st person view (which i normally use) but have never had a problem using 3rd person.  it helps to switch to 3rd person while you're still swimming in the tunnel or before you actually get to the exit sometimes.  Sorry I can't help with your problem if that doesn't fix it though.  It's a very annoying although probably not game breaking bug.

<P>I recommend if your having problems getting to the black market broker is zooming into 1st person view and go around the rim of the well.  I have had similar problems and that usually fixes it for me. </P>

You need to hit one of the "walls" of the well you swim up at a direct 90 degree angle to make it easy.  One of the walls is a bit wider than the others (and is the one under the broken edge of the well top) and its far easier to climb out at that spot.  If you hit it at an angle, or into one of the "corners" it doesnt work. <div></div>
