Hex Doll resist rates may be incorrect

I have 2 hex dolls, made from rare roots.Pristine Ruin Imbued Ruckas Hex Doll (Tier 3, +10 STA)- lowers mitigation against physical damage- equippable at level 20Pristine Shadow Imbued Ruckas Hex Doll (Tier 2, +9 AGI)- slows target by 31-38% (snare)- equippable at level 10Tonight, in Runnyeye... both dolls were landing without any resists (spell not sticking) on level 38-41 mobs. Which leads me to believe that resist rates for the doll effects are missing/incorrect at the moment as a result of the combat revamp.That, or the rare dolls have a lower resist rate then the non-rare dolls?
