Timer broken on the enchanter "fleeting thoughts" spell

<P>I have the same problem with the lvl 35 Wizard group buff Frostbound Gift. It is a 10 min group buff with a 3 min recast/refresh timer, however that recast timer doesn't take effect until after the spell wears off. Same problem with the bruiser defense buff line. Bouncer, Retaliation. Though they last many hours they drop with Feign death so after every FD you have to wait 30-45 seconds to recast.
