Anyone know what twinkling icons mean?

<DIV>I asked about this last night.  My understanding is "known issue" and will be fixed.  It's currently a bug that affects long durationa nd conc based spells.  The skill/spell is still in full effect, but the buff icon is wonky.</DIV> <DIV> </DIV> <DIV>Zoning Can fix it, but it may come back.</DIV>
