Stuck pre-class system change character problem on test

We have a character that was created before the class system changes.  He never did his citizenship quest, so he does not have access to the city proper nor does he have Call. I had this happen to a merchant character on Oasis.  They just called her back to the island and had her hail the captain.  We have put in a petition but no answer yet.  Was wondering if there was anything else that could be done to fix the issue? Two options... delete and restart or if you have some stuff you really dont want to lose wait for the GM to help, if they can. If you dont have anything you need to keep it shouldnt take you long to redo what you've done already.
