Signet of Replenishment

From Test server notes on 8/3:- The Signet of Replenishment now replenishes power when low on/out of powerPresently if you activate it, it gives you a boost of power and some power regen for a short duration, regardless of how much you have.  Does this change mean that:1)  You will not be able to activate it until you are below some threshold, or2)  It will automatically activate if you fall below a threshold?<div></div>
