Maybe at rank 1 they are the same.  Let's see what they are like at rank 4, which most enchanters who take that line get up to.  On live at present, it is 21%<div></div>

Key word was "ALL" this spell isnt included.Rank 1 of Cronology was boosted .5%, so they did do it on that.Gonna bet the farm this makes it to live.<div></div>

Chronosiphoning and Perpetuality are already both pretty good as is, and you're not going to go past 100% spell haste anyway.

Given the somewhat misleading wording sometimes used by SOE, it's possible that Chronosiphoning doesn't qualify for the buff, as technically it doesn't directly provide increased casting speed. Instead, it applies a temporary spell effect on a hostile mob that decreases its casting speed and increases your own, which isn't exactly the same as something like Sorceror's Spellshaping, which is an always-on passive casting speed increase. Or its exclusion could always be a simple oversight. :b Chronosiphoning is already quite potent, though, so I can understand why it wouldn't be buffed further.
