Freeport Betrayal problem

I am trying the freeport betrayal. Talked to the rat and went off to lay out listening devices.  Did not get any listening devices in my inventory. Went to all 6 places listed but never got any updates. I did get messages that told me I had found a good place to place the listening devices. Tried restarting the quest but that did not work.  Anyone else have this problem? <span>:smileysad:</span> <div></div>

<P>Doing the Qeynos betrayal quest now and have run into the same problem, get a message saying my modulator would be able to help me hear a conversation, though where I obtain or access said voice modulator is a mystery to me....anyone find out how to get these or get past this part?</P> <P> </P> <P>EDIT:  went back to Elddar and there was a new quest - no update on the one I had been working on though, but the conversation made it seem like I had overheard the info right....though I only went to the one location.....so confusing.</P><p>Message Edited by Buttertart on <span class=date_text>05-13-2006</span> <span class=time_text>12:56 PM</span>
