Question about ranger proc changes

I'm a 60 Ranger and I was wondering something about the new proc changes and cheap shot. Right now if you use cheap shot versus mobs with any up arrows it pretty much doesnt work due to poison procs immediately breaking the stun. Now with less chance to proc the poison will we have more chance to get cheap shot working against arrowed mobs?I found until I had Thorny Trap that I couldnt do any up-arrowed mobs without a significant chance of death. Thats pre LU13 and after. Every other class I know of seems to have no particular bar on killing arrowed mobs except rangers (may be wrong here but it doesnt seem to be the case). Will this proc change bring up-arrowed mobs into the realm of targets the Ranger can attack with a greater chance of success?I have to admit I'm scratching my head over the maths here.<div></div>
