New robe in Solusek's Eye???

<div>I read a post where a Dev said that there is a new robe in SE.  Is this new robe in with LU 19 or going in when KoS hits?   If it is going in with LU 19 I wanted to know if anyone had any information on this and where to get it from?</div>
