Chat scrolling issue

I've been playing on test for a few days now, and I am running with no custom UI so I can see what's changed in the default UI. I've noticed that on every character, when I log in the Main Chat window does not autoscroll. In other words, whatever is in the Welcome to Everquest II message and claim rewards just stays there. I always notice it because I'll loot something and wonder where the loot message is and I have to manually scroll down to see everything I've missed. Once I've scrolled it that first time, everything acts normal. Anyone else experienced similar?<div></div>

<div></div>I have always had that problem from time to time (no rhym or reason as to when it manifests itself) on both live and test.  I have bugged it many times, but alas, it is still there.
