I'm sure they would <i>like</i> to get it out in time for Christmas; it's quite obvious no matter what they call it, it was meant to be something of a "Christmas in Norrath" thing with only the secular connotations (that is to say, no religious aspect). Acording to a dev post I saw last week, it was actually scheduled for the 14th, but in that very post, the dev also said that was no guarantee it would actually happen. So it had issues, and they are fixing them. Since it is officially "Frostfell," they have some slack in getting it out, but I would be very surprised if they aren't working very hard to have it out this week.
