Thats not a bug, thats because you missed the patch notes where they preset the blockfactor a shield gives you...

Tower shields ALWAYS block more than roundshields regardless of tier.

Infact shield factor means nothing and should be removed

It doesn't make shields any better.

As I understand it...

Shield Factor determines the Block Percentage which in turn, determines the Avoidance bonus of a shield.

The block % was being improperly displayed, (ie. wasn't taking the shield factor number into proper consideration when *displaying* the block % number). But was accurately calculating the block % for the game engine itself.

AFAIK if you compare 2 shields say Fabled t6 and Rare Crafted t6, the Fabled shield will "work more effectively" than the Rare Crafted shield.

Now that the info is being displayed properly I have a question: Does the quality of a shield(Fabled/Legendary etc) result in a different formula for the Shield Factor to Block % ratio? (divide the Shield Factor by the Block %) OR Is this just a rumor that got started based on bad info?

OR does it simply refer to the fact that Fabled shields of a given tier usually have a higher Shield Factor than Legendary/Common shields?

I'll be able to test this once LU16 is pushed to live...but in the meantime if anyone on test with access to the appropriate items would care to comment i'd appreciate it.

Without knowing all the facts one shields I would guess they work much the same as armor in terms of what the shield factor means. For Armor The raw mitigation value alone is useless. 100 Points on a T1 item vs 100 Points on a T5 item does not make them the same. Rather the T1 Item will mitigate next to nothing while the T5 item will mitigate as intended (Lets say 10% to make it easy) At the same time the quality of the item makes a differance. So Keeping witht he 100 on T5 items handcrafted might be 8% where fabled might be 12% So with that in mind I would guess shield factor is the same way in that if you have a group of shields with equal shield factors the tier and quality level will have an impact on how effective they are. Though much like armor since you can't see the tier/quality effect until you equip it is will be very hard to compair items that are close but cross tiers and quilty levels. For example T5 Fabled with 840 SF vs a T6 Handcrafted with 840 SF which one is really better? On one hand you have the advantage of Fabled vs handcrafted but on the other you have the tier adjustment. Without equiping them and looking at the changes in avoidance % there is no way to know which is better.

So basically you're saying there is a hidden modifier that effects item effectiveness beyond the displayed stats and it's based on quality/tier.

I guess i'll have to do my own testing after LU16 to see if this is true....in the meantime if anyone can give some qualitative input it would be appreciated.
