Quivers not working

So I created a rare T3 quiver (I believe it's the bag one - for shurikens and others) and it's not working in any way.  I can put stacks of ammo in there (although it was kinda tricky getting anymore than just one in there) but when I equiped the item it wont let me throw with the stars that are in there.  Tried taking my ammo out of the pouch/bag and I couldn't even open the item.  Anybody else having this problem?  Or is it just the T3 rare one that is bugged? <div></div>

The t5 common one is also bugged, and I'm assuming they all are. <DIV> </DIV> <DIV>QA said that the issue has been forwarded to the devs.</DIV>

I have a question for tailors on test server.  Is the rare quiver made with rare roots or rare pelts?
