Scimitar of Valor - broken. Fix?

<DIV>Ok with last lu11 this great 1h weap was broken. Not it has Light Strike proc that does not do anything.</DIV> <DIV>Before it aint worked correctly and only DD proced, never DoT. Not its not working at all.</DIV> <DIV> </DIV> <DIV>Will this item going to be fixed? Or i can start looking for another 1h procing weap and trash this one?</DIV>
