Payed Character Transfers to Test

Now that we're able to transfer our characters to other servers, why are we unable to transfer to Test?  I understand why transferring FROM Test would be a problem, but what is the issue with transferring TO it?  I'd very much like to start playing there, but the prospect of starting all over again is not a very attractive one.  Please allow us to pay for transfers to the Test server. <div></div>

I the game Horizons they let us Copy our normal server toons to the test server. That would be fun here and be better testing for the devs
