No it doesn't make sense.  But then anyone that knows anything about RL armor knows that.  You have got to remember that this is a game and Sony has to keep as many people happy as possible.  If they made it a more realistic 30% or so and left the kite at 19% you would have tons of Pallies and SK's and anyone that might use kite shiields (not sure about other classes) in an uproar because now they couldn't tank as well and they would not be sought out in certain groups anymore.  Does it need to be more than 20% sure, but it wont be to keep the classes closer together.
