I saw a paladin get master nuke he went from 700dmg at adept1 to 900dmg at master1. So a paladin gets a 200dmg upgrade and i get a 20dmg upgrade?</DIV>

Guardians =/= Paladins.

guardian skills currently dont upgrade very well...at all. i dont know what the cost/effect ratio on that paladin nuke you speak of, but as far as high damage guardian skills we have one called retaliate that does like 850 at app1 (60 sec refresh) and 1000 at adept 3. its a pretty sad upgrade for a 60 sec recast ability. and it is always heavily mitigated.
