Can't Start Armor Quest - HELP!

So I'm a level 20 Assassin and went to N. Freeport inn on the second floor and tried to get Vassi to give me the quest, but he gives none.  Am I doing something wrong?  Is there something I have to do first in order to start it?<div></div>

Apparently he is in E. Freeport.  Sorry for the thread.<div></div>

It actually starts in EFP, in the bowyer shop. The NPC is Dyric something.
