don't use it to advance or complete ho's and i bet you no longer get this. i no longer do. yes you should be able to advance ho's with it but currently it's very broken. use your haste buff when you can instead. <div></div>

<DIV>Use Merciless Villainy instead of haste when you can to complete mask HOs.</DIV> <DIV> </DIV> <DIV>Sometimes, however, someone will trigger a HO using mask and finish it except for mask just as you have Surveil queued and mess ya up pretty good... nothing you can do about it then.</DIV>
