I've done some looking into this as well and Evade does not have an upgrade however the Stalk/Shadow line of skills has a similar feature of dropping you down on the hate list. Someone pointed out earlier that evade goes up as you level so it -might- be worthwhile to upgrade it to adept 3 (I did this just the other night). Havne't really had a chance to test it but we'll see in the next coming days.
