Appr II upgrades?

<DIV>Since I've passed 20, I've not been able to upgrade some of my new skills, but can't find even any app II upgrades. Do they stop after passing lvl 20? If not, where can I find them, not on the trainers or scribes I've check.</DIV> <DIV> </DIV> <DIV> </DIV>
