Adornments proc off ranged?

<DIV>bought a 300someodd DD proc adornment for my mainhand (adamantine dragonfang) and just curious if it proc's off ranged?  Also bought a sinew for my raincaller only to find out the raincaller is too low lvl to take the adornment /grumble</DIV>

Also Raincaller is a Heritage quest, and heritage quest items CANT be adorned
