Thirsting Veil

<div></div><div>Ok, I had an adept 3 made for Honed Reflexes since I did not get bloodline Chronicles but I see another skill (Thirsting Veil). Does anyone know how to get this one and if it can be made by a jeweler into Adpet 3. Also any stats on this CA would be great. Thanks!</div>
