Newbie Ranger Question

Yeah, there's not clear "better" choice here. Theoretically, higher AGI confers a larger power pool, more avoidance, and better accuracy. So IMO it's a choice between improving some aspects of your character regardless of situation, or increasing damage output in melee. It's really up to you, and a question of whether you want your ranger to be more well-balanced or more damaging.
