Primal Reflexes (Level 39) overqualified in 10% xp?

I just leveled to 39 in Runnyeye and got the Primal Reflexes spell. About an hour and a half later I got to around 10% xp/196 archery and the spell had already went blue (i.e. you are slightly overqualified). Is this supposed to happen or is it another bug? <div></div>

    I can't recall offhand how other self-buffs levelled, but isn't this just an easy way to stop the buff becoming any better... in other words if it gives +10 *random stat mod* now, it'll still give +10 *random stat mod* in 3 levels time? and as its a self buff it greying out has no real effect <span>:smileyindifferent:</span> <div></div>
