Rip upgrade suggestion?

<DIV>i just got rip app 4, damage at lvl 30 is around 60-70, this was around 10 damage more than app1 if i remember. Not sure if havng a higer app will definately give you an arrow every time or not because as soon as i got the rip i scribed it. I kinda upgrade any of my skill to adept just to make sure im not missing out</DIV>
