Steady Aim Apprentice IV Broken

I have steady aim app4 and when I hit it I get no buff symbol, no skill increase, and it instantly resets. All it does is give a spell effect. Anyone else have this issue?

<DIV>Luckily, I'm a jeweler and was able to upgrade mine to Adept 3.  It now works again, although I would have rather used the rare component on something I really needed to upgrade.</DIV>

<DIV>It is worth the upgrade.   Makes a huge difference in damage output.  I just wish it lasted longer, or that it's recast timer was a bit shorter.</DIV>

they were supposed to have made it into a ten minute or 15 minute buff with the last patch but as usual scout classes get the "we don't give a F about you" treatment.
