Makeshift Arrows - Can you upgrade?

i havent found a rune, but i did find adept1 on the black market, 30 arrows every 10 minutes /flex

<DIV>I got App4 off a broker purchase and it improved to 30 arrows. I think adpet 1 only improves to 30 arrows at a time so I am not sure what the difference is between them. Maybe improved recast time or better arrow quality???</DIV>
