Pathfinding Confusion

After the last patch, they took the ability to raise the Pathfinding skill through the process of buying scrolls.I was at a broker today and it seems scroll makers still have the ability to make Pathfinding Apprentice 3?Is our skill broken or is it now meant to be raised over the time we level?I don't remember anything in the last patch telling us about changes to the Pathfinding ability.

I sold probably 12 yesterday and I thought I'd try and scribe one because when I scanned my mouse over the skill it didn't say App3.So why'd they do this? seems kinda dumb...
