Its working fine for me on orange solo mobs. I tend to root/snare then fear, or baring that stop attacking before using it.

Fear isn't broken(*cough*- well unless you want to count mobs running away into walls and stuff it's not). Anyways, the fear portion is not broke. what you are experiencing is the game AI. Sony coded it to where trivial mobs would provide a more difficult challenge in some aspects. you'll notice that alot of times the green mobs will resist you quite a bit more and suff. they did this from an AI standpoint so that the encounter would provide at least some challenge. go try your fear on blues, whites, and yellows. you won't get resisted as much because the game AI recognizes that these are already a tough challenege and doesn't help them resist more.
